Cost of a mid range Video editing PC?

I'm thinking of building a cheap PC for video editing, not overly fancy, and ill be using programs such as After Affects, using 1080pp and upto 10minute videos. I won't need a fast work flow and can take my time with things. I was wondering how much it would be to create this, and any recommendations on ram, cpu, mobo, graphics, and cooling systems. I'm planning to stick to AMD for most things.

If this is too far over budget, get a cheaper case, only get 8gb of ram and get a lower quality GPU. This GPU would even allow you to play a few games on medium settings too, so if it's too expensive then go for something cheaper.
