PC Startup Delay

Recently everytime when i press the power switch on my PC, there is absolutely no response and the computer does not start at all. However if i try again after waiting 2-3 minutes, it switches on. My PSU is 4 years old where as i replaced the rest of my computer with newer parts just 2months ago and i have checked using psucalculator that my new config is well within my current PSU power limit. PC has no delay in starting up from Standby mode.
Reading a few posts with similar complaints suggests the fault is mostly with the PSU. I personally do not mind the startup delay, but will the PSU cause damage to my other components. Voltage readings are stable when i checked.
This PSU unit has survived 3 computer upgrades and has been very reliable. Does this startup delay suggest a serious issue with the PSU circuitry or its a minor niggle due to aging capacitors and should i change my PSU ASAP or its to ok to run with it till it completely gives up??

All connections are solid as i have rechecked twice. From what i remember this problem started soon after i installed the creative soundblaster zx card a month ago. I tried removing all the Hdds except the boot drive and 1 ram stick as well as without the sound card, but the delay exists.
The PSU is 80Plus Silver.

This is from another forum,

Recently my computer's been acting a bit oddly - if I've had the power off at the wall for a significant time period, when I turn it back on, the computer won't start straight away. However, after about a minute with the power on, it will boot up fine

Hi I recently had very similar problem witrh a 500ws generic No Name PSU, 6 months old, same deal, it would RESTART ok, but after shutdown or first startup, it would take some time, on one occaision it started up about 30secs after the POWER ON was pressed, replaced PSU fixed trouble,
I had a
A8N-E
3500+
2GB K/MAX
POWERCOLOR X800 BRAVO
also SOME, and I repeat SOME NEO and SOME ASUS MB DEVELOPE a conflict.
good luck, it is bluddy frustrating I know

PS

after taking NO NAME PSU to a Comms Test Tech to take advantage of his Expensive test gear, it was found that the +5V Rail WAS OVER VOLTING. and screwing with the 12v thru the regulator circuit

The last bit, could that be happening with my PSU as well

I saw some sample images of bad capacitors on the net and I looked inside the casing of PSU to compare, the only capacitor i could see between all the other stuff definitely had a prominent buldge. But why are the voltages still stable with bad caps on board anyways I guess that settles it then. This warrants a new power supply. Thanks for the tip!
Corsair HX850 a good choice right?
