Nvidia geforce 650 ti boost
Asrock z77 pro4

I use my pc on a 19 inch samsung tv.. But i experience some weird lines when high gaming ..turning vsync on solves the issue for some games.. I wanted a monitor that doesnt requires vsync to be on as vsync lowers the performance of the graphic card.

Sohail, we're still working with limited information. At what resolutions/settings are you playing those games (high, ultra, med. etc). I am running a fairly powerful gaming rig (see specs by placing cursor on my avatar) and I occasionally get the video "tearing" you describe in those games. But a quick answer to the original; I would go with the Dell or the Samsung that you listed if you want to really stay with a monitor nearly the size of your current one. The LG, or if you can save up and afford it, a Dell, Viewsonic, or Samsung in 23" or24" might serve you better.
BUT, it could also be your video card. The games you play are pretty high end, and the 650 series is pretty main-stream. An upgrade to a 660 or 660Ti or, if you can save up enough a 670 or new 770 (or equivalent AMD/ATI Radeon) might solve the problem completlely and give you enoughpower for the larger screen(s). This might be a consideration Before getting a new monitor.
X79, jump in here if you would and correct me if I am wrong. Sohail, I hope this all helps.

OP, you can chose between the

Samsung S22B370H 21.5 inch LED Backlit LCD Monitor

and the

iBall Sparkle 2151 21.5 inch LED Backlit LCD Monitor

The other two are ruled out.

The comments mention a lack of certain cables being supplied with the Samsung monitor.

So check out the comments on each one.

i just bought this graphic card (zotac geforce gtx 650 ti boost) a month ago...its performing well though,i dont think its the graphic card problem. maybe i think its my spikeguard ,,since i changed my power supply and spikeguard this video tearing started to happen,, could it be my power supply or spikeguard??

Tearing?

I suspect it's because you're using a TV. The manofchalk might agree.
