CX600M not staying on

Hi, I recently purchased and built a computer and everytime I try to turn it on the fans spin for 1 second and turn off. then I have to turn off/on the PSU so I can get it to do that again, otherwise the fans dont even turn on.

I have since unplugged everything, and Currently have the cx 600m plugged into a gigabyte Z87X-UD3H (with the 24 pin and 8 pin), and using the power switch located on the Mobo, Ill get the PSU to start for maybe 3 seconds. If insert the cpu i5-4670K with the cooling fan and have that plugged in as well both the psu fan and the PSU fan will spin for 2 seconds or so.

other:
tried with and without ram (patriot viper 2 x4gb 1600mhx ddr3, I used 1 stick)
tried removing the battery on the mobo and reinserting it 2 minutes later
I dont know what else to try

One thing to check is the motherboard "shorting" out against the case. Are all the standoffs installed.?

dang, looks like it was an improper mobo installation, I tried to power it outside the case and it was fine
