Radeon 6950 2 GB Isn't functioning correctly

I just recently (today) installed a fresh copy of Windows 7 due to some unfixable registry problems. I was installing my drivers when I got stuck on my GPU... despite using drivers from the website (the ones they gave me with autodetect anyhow) I can't get it to work. It says in the Device Manager "This device isn't using any resources because it has a problem". The installs give me this:

Sorry for the huge amounts of text, but I figured you guys would want everything. Please help me resolve this problem as soon as possible because to be honest it has me completely baffled.
 
Solution
Boot into safe mode, uninstall the video device in device manager, run ccleaner and driver fusion to remove the remnant files. Reboot into safe mode again running driver fusion until all the files are deleted. Then run the driver installer as administrator

Scanning through it again, I notice a Fail next to the HD Audio Drivers... is that the issue? How can I remedy that?... Other notes, I attempted to launch a game (Planetside 2) and it said I didn't meet the minimum requirements. Obviously I do because I ran it at Ultra before I had to fresh install. Doubt that'll help, but figured I'd toss it out there.

I don't know what to say here.... I left out of frustration and watched some TV. When I came back, my computer had restarted. I logged back in and for the hell of it I checked to see if the device was working.

And it was.

I assume it automatically rebooted for something or another and fixed itself, probably thanks to your solution. So thanks... I think?

there are registry edits you could've made to remove those entries driver fusion displayed could not be removed
