Is my CPU bottle necking my GPU???

Hi ladies and gentleman. I have a serious problem and i hope to get it solved. I recently upgraded my GPU to GTX 650 Ti SSC. My CPU is a AMD Athlon ii x4 645 3.1ghz. My old card was a 9800 GT and now i get worse frames in some of my more CPU demanding games?? like arma 3, Planetside 2. I was just playing Planetside 2 with my friend today and he has the same card but with a I5 processor and he was able to run on ultra and never drop below 40fps. I set mine to ultra and i was lucky to get above 20fps. so i set it to low and i still only was able to get 23fps. Please help

Yes, you CPU is heavily bottlenecking the 660ti. Consider upgrading to a quad-core Phenom II ( if you want to keep the motherboard ), or another better platform, depends on your budget.

I have the 650 Ti. Or is that what you meant?

I just swapped my dads processor in my PC and i dont really notice that its better. Its a AMD FX Zambezi 6100 3.3ghz 6 core

So because my friend has a i5 thats why he gets so much better frames than i do?

Well i thank you very much madness. I believe this is the second time you've helped me with a PC issue. Ill just go buy the phenom ii x4 965 since its only 80 bucks
