can not access admin permission in admin account

I am in my admin account in windows 7, 64 pro and can not access the admin controls, it says user permission from trusted Installer is required to make changes, never heard it it. its not the first time, i see locks on folders i never put them on , where do i go to regain system control?

Make sure you're typing the password correctly. Sometimes a CAPS LOCK or NUM LOCK can be switched on/off by mistake.
If that doesn't work, reboot into safe mode and try from there.
Maybe someone changed your login info, in that case there is nothing we can help with. We don't provide password cracking advice on this forum, these are the rules.
