Faulty Hard Drive?

Hi, I just completed my first PC build and I tried installing Windows 7 64 bit OS on my hard drive. However, it says that the hard drive needs to be formatted before I install the OS. When I tell it to format the hard drive, it says something along the lines of 'check if the hard drive is connected properly or if it is in a read-only format'. I have double checked and the sata cable and the power cable are both connected fine. I'm not sure if the hard drive is faulty or if there is another way I can format the hard drive. Any help would be appreciated.
