USB 3.0 works on front panel but USB 2.0 does not?

I recently purchased a PC combo kit and built it. The case came with a USB 3.0 front panel but my motherboard did not have a USB 3.0 connection. So I purchase a Internal 19-Pin USB3.0 to USB2.0 Adapter Cable in order to connect my front panel USB ports to the USB 2.0 connector on the motherboard. After I installed it, I tried on the USB ports to make sure they worked and only the USB 3.0 port works but the USB 2.0 port does not. There is only the one cable coming from the front panel so I'm guessing that the just the USB 2.0 port is bad since the other USB 3.0 port works, but I'm not sure. Any thoughts?

The way you describe it, it sounds like they forgot to wire it. The USB 3.0 cable doesn't have a 2.0 pigtail coming off of it somewhere, does it? If the 2.0 port is important to you, I'd RMA it if possible.

The case is a Cougar Solution. Yeah, there is only the one cable (besides the audio, mic, pwr, etc) coming from the front panel. It is glued or soldered to it on the side where the USB 3.0 port is. The USB 2.0 side has nothing coming from the back of the circuit board.

Ok. Yeah, there isn't any 2.0 cable to be found. I've double, triple checked to make sure I wasn't missing something. I was kinda leaning towards the idea that something was missing but I wasn't sure. I'll have to give them a call.
