Suddenly lower fps on all games GTX 660

Recently, my fps on all of my games went down drastically. I reverted to older drivers, and that didn't solve it. Another unusual thing is that my fps are relatively stable around 40 even when moving around, but if I move my crosshairs and turn in my fps drops to 20. This is all in situations where I was previously getting upwards of 60 fps. I have checked my gpu usage and it occasionally spikes to 100, but sometimes it is hovering around 60 but I still have the same problems with my fps.

When my gpu usage was at 85% my temperatures were at 65-70. This is the highest it went when I tested it. My cpu temperature peaked at 60. None of these temperatures seemed unusual and from what I saw when I used gpuz to look at clock speed, I don't think bottlenecking is occuring. In addition, all of the statistics that I have provided so far are from Planetside 2 with all settings besides physx on ultra. Turing my graphics settings down does not seem to affect my framerate at all. On Borderlands 2, I am at a steady 110 fps at almost all times even when moving, but if I turn or move my crosshairs I my framerate starts to stutter alot, occasionally hitting 5-6 fps.
EDIT 2: Well, I figured it out for one game. In hotline miami, my graphics card was going down to 324 mhz clock speed, probably because it is not a very graphically intensive game. I'm still not sure whats happening in Borderlands and Planetside 2 though.

I ran a 3d mark test (firestrike) and my score was 4502, about average for my processor and gpu, so the problem doesn't lie with my hardware. At this point I might just reinstall windows and see if that helps.

A reinstall of borderlands 2 didn't help, but I have some new information that may shed light on my problem. I seem to have removed the factory overclock on my card. My card is an EVGA superclocked gtx 660, and should have a core clock of 1046 Mhz and a boost clock of 1111 MHz and I remember seeing these speeds on EVGA precision, but now I am at a stock gtx 660 speed of 549 MHz and don't seem to have a boost clock speed. What makes this even stranger though is that I was seeing clock speeds of 1046 as late as 2 days ago, and my framerate issues started before that. While I may resort to a reinstall, I would like to "recover" my overclock first. Any help on how to do this would be appreciated.

Just changed drivers? Did you change this setting?

That setting didn't affect it. Something else I just remembered that may simply be coincidence is that I installed Geforce experience around the time period where the problem started. I have since uninstalled it, with no difference to my fps. In addition, I was using it recommended graphics settings before my issues started because I had it installed a while back, but uninstalled it to make hard drive space.

The same thing is happening to me with my 660ti has re installing windows helped?

im getting like 8 fps on portal 2 of all things something you can play on integrated graphics. -_-
