So ive been planning on this pc for a long time and im in a dilema (sorry if i spelled that wrong). Do you guys think i should build a 1500 dollar highend rig or just stick with the ps4 which i will be buying anyways because my brother is a console gamer.

if i do purley gaming and web surfing do i go with haswell?

and last for a build with a 15 4670k and a gtx 770 what would be the best watt amount that would leave me with watts to spare with an overclocked system

Depends, if you are short on budget, looking for exclusives PS4, console games then its a console, but if you have cash to burn, not really bothering with exclusive games then PC is better. A 4670k and GTX 770 will keep you in good stead for a good amount of time. Around 650W is good, if you are looking for SLI 750W, make sure it is a 80+ Gold rated PSU.

Although the PC is more expensive, the PC can do so many more things than a console can ever do.

Also, even the PS4, which have the better graphics of the two new consoles, will only have a graphics card equivalent of around a 7850.

Which is pretty mediocre by PC standards. On the PC, you can go crazy with all the SLI, surround gaming, and not to mention the MUCH cheaper deals on games. Also, modding for every game, better graphics. The list just go on and on. But if you only have around $400, and ONLY want to do gaming, then a ps4 will be your best choice.
