How to wipe out a pc

I'm not sure if this is the right forum but I can't seem to find any other place for this question. Someone had my computer for over a year while I was away from home and I'm trying to figure out how to wipe out my computer while keeping the OS. I looked up on Google and it said it wasn't possible but I feel like there must be a way. I just want a clean start with nothing from previous users.If anyone could tell me how to clear my pc without deleting my OS that would be great.

Use something like http://www.dban.org/ - http://www.pendrivelinux.com/install-dban-to-a-usb-flash-drive-using-windows/. but it will delete EVEYTHING including OS. don't you have the copy of windows?

It is also a solution commonly used to remove viruses and spyware from Microsoft Windows installations. DBAN prevents all known techniques of hard disk forensic analysis. It does not provide users with a proof of erasure, such as an audit-ready erasure report.
 
The only way I know that this can be done is to uninstall all the programs you do not want, remove the other user accounts (http://windows.microsoft.com/en-us/windows7/delete-a-user-account) from the computer (including everything associated with those users). You can then use CCleaner (http://www.piriform.com/ccleaner/download) to wipe the free space. You will want to wipe the free space since deleting files leaves behind pointers to a file. Get gparted:

You can wipe, repartition, etc. with this tool....wipe here = wipe the entire partition/HDD, if OS is in it, it will be wiped too
Simply download and burn it to a CD...voila...it is bootable
