3 pin fan on 4 pin header suddenly stop work on maximus v formula

i have connected a 3 pin fan which is the back fan of cooler master storm trooper casing to the cha 03 header on the maximus v formula board. but it does not spin always and i have to give a spin by hands to get started and then few times (few restarts) it will work without any issue and then again later day or 2 it again not get spinned. i checked on bios and i already set ignore the fan speed monitor to cha 03 header and disable fan speed control to cha 03 header but still the same issue. if i am right when i connect a 3 pin fan to 4 pin fan it should work with constant speed without any control (just like 3 pin fan on 3 pin header) right ?

any solutions for this situation ?

My guess is bad fan I have a storm trooper case as well there nice it came with a dead back fan!!!!! smiles I never replaced it just left it there because I added to side fans to the case one push one pull it does light up thos all pretty and red but I don't want to tear my build apart to replace just a fan it was prewired from cooler master
