I have a 5970 running at normal clocks , i overclocked it once but it ran too hot but that was for less than an hour .I'm starting to get artifacts while playing any games and benchmarks .ive noticed the fan speed barely increases , the maximum it goes is 33%(using auto settings) and the card peaks at 81c .do you think the card is running too hot or its just gotten old .

possible solutions I think might work :

get a new graphics card
get a custom cooler
run the fans on 100%

Solution
no need to run the fans constantly at 100%, but u can create a custom fan profile.

as in, when temps are 60C fan runs at 60%, and when temps are 70c runs at 80%(example).

and see if that works.
also try changin drivers.
and it might just be gettin old, but decreasing temps might help, even do its not that hot.

As the previous posts say already, you can just install a software for tweaking gpu and its fans. Most probably MSI Afterburner, EVGA Precision or Sapphire Trixx.
You can create a custom fan profile such as;
Up to 40C - Steady 30% fan speed
Up tp 50C - 40%
Up to 60C - 50%
Up to 70C - 60%
Then after 80C - Could be run at max rpm
you can easily tweak the range according to your needs and how far the gpu is pushed.

Edit: Dont forget to force fan speed update less than 3seconds as temps are acting usually faster than that, so you can apply correct speed at your desired temps.

Good luck..
