Unless you already have a Windows 8 disk, recovery disks or an inbuilt recovery partition you might struggle with this. You are going to need some form of installation media and I don't know of any legit sources to download Windows 8 installation files (without actually purchasing a copy).

If you have the physical installation media, it is possible to use the Windows 7 USB/DVD Download Tool to create bootable USB media from an ISO image of the physical media. You can access the Windows 7 USB/DVD Download Tool from the Microsoft Store at this link. Alternatively, for Windows 8 which has been acquired through certain means, such as through the Microsoft Store, the Install Windows 8 button and associated application from the Upgrade to Windows 8 with only a product key page includes the ability to create DVD media, an ISO image, or USB Media which you can use directly with the netbook to which you are attempting to install.

Furthermore, the deployment tools provided by Microsoft, including the Microsoft Deployment Toolkit (MDT), also include the functionality to create USB media, or even when paired with Windows Deployment Services (WDS) to deploy without physical media over the network via PXE or by initiating the deployment from within Windows. You can discover more about deployment technologies for Windows at the Deploy Windows 8 page from the Springboard Series on TechNet.
