Windows 7 Boot Error

i have recently installed Windows 7 x64 on a self-built computer, and while running Windows Updates have now encountered a problem where the machine will only boot Windows in Startup Repair Mode. When I hit F8 to try and get into Safe Mode I get the option to boot into Windows 7 (the only installed OS), then automatically launches the Startup Repair and is never able to find an issue. When this happened earlier, I would run a System Restore and it would resolve the issue temporarily, but I recently tried running System Restore's to 3 different points (including the successful one from last night), but none of the System Restore's were successful. The error I'd get is "System Restore Error 0x8000ffff", There were no prior images of the HD to run that utility either.

i'm sort of at a loss as to where to go from here, and am hoping someone may be able to give me a hand. the webpage i looked at for this error was a little confusing, as it said the workaround would essentially assume a functioning OS, which i don't have. maybe i'm misunderstanding that though.

anyway, i really appreciate any help on this matter, and look forward to any response.
 
I'd suspect the hard drive is bad or failing here and I'll suggest running Seatools for DOS http://www.seagate.com/support/downloads/item/seatools-dos-master/ and seeing what it reports. Seatools for DOS will check most all hard drive brands and doesn't require an operating windows environment.
