Since I still use the orginal version of Windows 98 I downloaded a driver to get it to work with my 2.0 USB card reader. And while the device is now seen, and a drive letter assigned, it won't read any card connected to it. Either it tells me that the "device is not ready" or that my card needs to be fomatted. I know that nothing is wrong with the cards since they can be read by my older USB 1.1 reader and on any other newer Windows computer using the newer card reader. So why can my computer see the reader, but, can't read anything attached to it?

What format are the cards you are trying to use?

NTFS and exFAT won't work in Windows 9x, so verify that the card is formatted to FAT or FAT32.
Also, what is the size of the cards you are attempting to use? Sometimes larger cards formatted in the wrong file format can make Windows throw a fit.

And of course, the driver may be bad; but sense you can't really fix that, lets consider all other options first.
