GTX 650 TI clock speed problem

I currently have a gigabyte GTX 650 TI in my system. I have used both MSI Afterburner and the Gigabyte OC Guru to increase my memory and clockspeed. i used www.guru3d.com/articles_pages/gigabyte_geforce_gtx_650_ti_boost_review,22.html as a guide in terms of the max OC i should try. While running unigene engine to stress test my GPU my clock speed was down to 549MHz and my memory speed down to 810MHz. possible driver issue?

Driver is 320.18

my temps were around 38C i had maxed out the minimum voltage (making the assumption higher speeds require more volts)
 


Then it might actually be that you aren't giving it enough juice, if I'm reading you correctly - you aren't giving it any more voltage than the bare minimum?

in the Gigabyte OC Guru it allows you to select the minimun voltage the card will use and i have applied the maximum setting (i believe +.0625V)
 
The readings Unigine give are never accurate, so make sure you are using the Afterburner OSD. If it actually is clocking that low, its a driver issue and pretty common. Restarting your PC should fix it, if that doesn't work reinstall the drivers.
