CPU Overheating issue

Hello guys! Recently I'm struggling kind of a problem. I have 2 PCs.
Here's some specs:
PC1 - CPU1: Athlon 64 X2 5400+ with stock/box radiator/ventilator
PC2 - CPU2: Athlon II X4 630 also with stock/box radiator/ventilator

My problem is that recently PC1/CPU1 began to overheat frequently. So I made several tests/benchmarks:

Both PC1 and PC2 have "Quiet Fan" function in BIOS disabled.
Thermal greases are ok.

So CPU1 fan is constantly rotating at 3125 rpm even if overheating which is strange. On my other computer (PC2) fan is rotating with 3125 rpm but when overheats fan begins to rotate with 4-5-6-7 thousands rpm and so it kills heat. After that it spins back to normally at 3K rmp.
Today I decided to put my PC2 radiator/ventilator (which is one idea better) in PC1. What I've seen is that the after I put CPU2 fan (up to 6-7K rpm) on the overheating CPU1 it rotates constantly again at 3K rpm so I'm confused guys.
Please help, because I've no idea what could be the problem. Wonder why after I put the [up to] 7K rpm ventilator in the other PC it spins again constantly at 3K rpm.

Both fans are clean and with new thermal compound Arctic Silver - Céramique.

PC2's fan rotates at 3K rpm. Around 64-65 degrees celsius spins at 4-5-6K the when it cools the cpu around 60 degrees it again spins at 3K.
The problem is PC1. It reaches 70 degrees, then it shuts down to prevent damage on the cpu. CPU1 fan spins constantly at 3K. The strange part is when I swap the fast ventilator and put it on the overheating PC1 it again spins again constantly at 3K rpm.

So the RPM doesnt change from 3k, even when the CPU is above 60'C and even though you replaced the working heatsink into PC 1, yet the same occurs, am i right?
Although 70'C does sound too low for a CPU shutdown to occur, one thing you can do is that as soon as it shuts down, restart into bios and check the CPU temp there. That should give you approx values at which shutdown occured.

And the Fan being stuck at 3K RPM maybe because the cpu fan connector on your mobo is not in good shape.

Yes that's right.

Anyway, I bought CM Hyper 212 evo and the CPU temperature dropped with 20 degrees C :D
70 degrees are the maximum for this cpu that can handle.
