Is is neccessary that CPU FSB speed match that of Ram installed?

I have an Intel Celeron D 2.8Ghz 336 CPU Socket 775 with an FSB speed of 533Mhz and 2 X 4GB Apacer DDR3 ram with a speed of 1333Mhz, on an ASRock G41M-S3 Motherboard.

The motherboard supports the ram - DDR3 1333Mhz.

Booting up with this configuration causes NO BIOS TO DISPLAY at all. I don't know where the problem lies, and having been trying to diagnose it but with no success.

I'm just wondering whether the CPU can handle the DDR3 1333Mhz ram, if that is the problem at all. Should the FSB speed of the CPU be compatible with the speed of the Memory? Or is that not related at all?
