Seagate harddrive not showing up in windows explorer

Is disk manager same as disk management ? If yes, I tried to assign a drive letter but when i right-click, that is not an option. The device shows that it needs to be initialized. I tried to initialize by error pops up 'i/o device error' (or something like that).
