Your title says it all, except you are missing a couple letters...
"Norton (IS A) problem"
You can try a Norton reinstall or update, but I have never been impressed with Norton. I just uninstalled their latest beta cause Norton got such high marks for virus and malware detection, but like always, as soon as I installed, it completely erased ME. I had no control of what it was doing, and started deleting keygens I had with NO apparent way to stop it OR allow it after quarantine (since it went right to DELETE and skipped the quarantine part).
Not the best answer, but I find MS Security Essentials with Malwarebytes is just as effective as any stand alone product... IMHO
