Upgrading a friends PC

Hello, a friend and I have recently helped another friend upgrade his PC. We arranged the parts, checked if they were compatible (http://www.tomshardware.com/answers/id-1705532/parts-wo...) and then ordered them. The parts arrived, and Eegan helped put the computer together. There have been some difficulties, though; when they tried to power up the PC, the CPU fan started up for about 5 seconds, before stopping. The harddrive and the PSU were still going, and no signal had shown on the monitor. Does anyone have an idea what could be the problem?

Check that the brass mb standoffs Were used and the mb not shorting out.
Check the bios rev of the bios chip and see if on the mb CPU qal list it at a rev to post the mb. On the mb make sure the four or eight pin pci power plug near the CPU or the edge of the mb is connected. Try posing with just the onboard video and one dimm. On the mb header check that there wired right and the reset switch not broken or jammed in. Try another power supply to see if the one bought is doa.
