My Brother inlaw's pc was recently stolen due to his house being robbed, need help building him a new PC for gaming. Need to be able to max out battlefield 3 and battlefield 4.

I hate to go directly against what you asked for, but I really can't recommend a Bulldozer CPU that will handle BF4. Piledriver, maybe, but for heavy gaming you should really try to convince your brother-in-law to consider going with Intel Core i5 or i7, in my opinion.
 
850w and Corsair, must be a high-end TX/VX/HX,.. PSU, right? I'd recommend this setup, that's still sufficient if he want to add another HD7970ghz inthe future, plus good for overcloking, too:
