Low level format help

Is there a tool that will do a low level format directly after reboot? In other words, can I specify the settings in windows then reboot to perform the task?
 
As far as I know that can't be done. Windows won't format the boot disk while it is running. Is the drive in question an SSD or HDD? If it is an SSD you would want to do a secure erase. Check here http://www.pcworld.com/article/261702/how_to_securely_erase_your_hard_drive.html for suggestions on how to securely "erase" your drive. Most, if not all, will require you to boot from a CD to run the program to format the drive. You do understand that this will take out your OS as well.

Thank you for your response. I have a very bad virus :Backdoor.Win32.IRCNite I believe. It comes back after
every reformat I perform. I have tried many low level formatting utilities via bootable USB because I dont have a cd drive. My settings seem to be correct in the bios but once I go to boot from the USB, it boots to Windows 7 only. This is why I am seeking this program that seems to be nonexistent.
