my budgets is around $120 - $150 for GPU only (bnew/2nd hand as long as it looks good) im on a tight budget so..

This should answer all ya questions on GPU (650 Ti Boost)

$155 after MIR http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Here is Guru3Ds power supply recommendation:

GeForce GTX 650 Ti Boost - On your average system the card requires you to have a 500 Watt power supply unit.
GeForce GTX 650 Ti Boost SLI - On your average system the card requires you to have a 650 Watt power supply unit.

If you are going to overclock GPU or processor, then we do recommend you purchase something with a bit more stamina.

Corsair TX650 is a solid choice

i think sir 560 ti is still stronger than 650 ti boost

BUT is it still advicable to use a gtx 560 ti because it is stronger than the gtx 650 ti boost.

and could i use 550w only?

You have bad information ..... the 560Ti has only 86% of the performance of the 650 Ti Boost

ya could, but does it make sense ? Ya can use your system w/ 1 card for $60 - $65 .... or ya can be in a position to run more efficiently with 1 card (PSUs most efficient at 50% load) and you can add a 2nd card in SLI later to boost performance by 70% .... for just a $5 - $10 investment in a bigger / better PSU now or replace the 550 watt one later ?

Comparable quality PSU's to the $70 Corsair TX series

$65 http://www.newegg.com/Product/Product.aspx?Item=N82E168...
