MSI G41M P33 - New mb installed & all fans run nonstop? (CPU, PS, & case fan)

Does this board have a problem? I just got my pc back from a local pc shop (run by 'kids'). Now my pc fans - all three - run nonstop and LOUD.

I should mention it is a NEW mb, just installed today to replace a faulty asus mb.

How to troubleshoot this? I'm not really a hardware guy. Thanks!

I opened the case & checked wiring....The pc shop had connected the CPU fan 4 pin to the SYS Fan 1 3 pin on the mb. Really!? They brushed it off like it was a common mistake for the techs in the shop. How about that?
