is my water cooling system broken?

I just got my Cosair H60 today. I install it in my PC with 2 fans running a push pull motion at a 1700 RPM. It idles at 36C to 38C. while using simple things (like Itunes or the internet) it stays around 40C to 45C. Is my system broken or what?

Whats your ambient temperature? It has far more of an impact on idle temps than your cooler does. On a hot day my chip can idle at 40°C and that's with a custom loop.
Try running Prime95, thats when you will be able to tell if its broken or not.

Yeah I just tried heavy load on my pc and within the first 30 sec. it rose up to 57C

57°C under Prime 95 load, with a Phenom X4, isnt that bad and is within safe measures. Your fine.
