Asus P8Z77-V fan power wire burned out

hi. I have a P8Z77-V MB which bought 8 month ago and had worked fine till last night. I powered on the PC then after about 13 min when everything was fine suddenly the PC turned off in a way that its power was interrupted. but there was no electric shock or anything abnormal also I use a standard electric protector regulator for its power. after that it powered on automatically but I heard a sound like exploding of a capacitor and smell a electric burning. I plugged it out fast and try to find what was burned out. after wandering all over the MB I found that a wire which is connected to the chase fan 1 power pin is burned out on the board. I plugged out the fan and turned the PC on and it boots up and everything seemed normal.
also the fan is an original DeepCool fan and I tested with oscilloscope and it worked fine. my power is thunderbolt which has 80 gold certificate. almost I am sure that the problem was from the MB itself and it might be a short circuit or unstable power control current for the fan which was over the wire safe power.
I am electronic engineer and I am familiar with digital circuit design.
questions:
1) I want to know am I right that this issue comes from the MB itself and can use its warranty or not because I am in Iran and here there is no official agency of ASUS but a company guarantees these hardwares and if I can convinced them that it was the MB problem and the Global ASUS company repair it freely they will do it so ?
2) how I can make sure that there is no other problem with my MB, because if there is no other problem I can ignore that chase fan socket and use other sockets instead? I have to mention that when I turned on the PC after removing the mentioned fan other fans works normally.

I can provide a picture form the burned point if it is needed.

I checked it before the wire is broken somewhere on the PCB in its route to the fan socket pin.
I have warranty card and it is not expired. so you believed that it was the MB issue and should be included in warranty free service?
