Is a short case absolutely vital? Because you could fit a lot more power in at that budget with a cheaper, normally-shaped case:

Edit: I have no idea why I thought you needed a CPU cooler without overclocking. Madn3ss's build would be an excellent choice, though I would suggest using 2x4GB instead of 1x8GB of RAM.

Edit 2: That said, closer analysis reveals that it requires Microcenter access to be purchased at that price. That being the case, you might consider this as an alternative, if you lack said access:

so My final build is
CPU :Intel Core i5-4570 3.2GHz Quad-Core Processor
Motherboard : fata1lity H87 performance / z87 ext4 ( purity sound and hdmi-in feature is a must)
Ram : any ram but with 1600 mhz speed and two sticks 4gbx2
storage : WD 1td 7200rpm
Video card : For video card my budget $170 dollars max
case : you help
cpu cooler : u help

Just curious on how's your total budget? And purity sound is nothing but the old Realtek sound controller with modded driver...
