Hi there! My friend recently decieded after seeing my build, he wanted something similar to my rig but he has a slight less to spend, however he needs all peripherals apart from the 23inch Asus VG236H Monitor which I am giving him.

Anyway here are the specs he's sent me and I can't help but think for the tasks of:
Gaming>Surfing>Editing he's going overkill on pretty much everything.

EVGA GeForce GTX 780 ACX Superclock 3072MB GDDR5 PCI-Express Graphics Card (03G-P4-2784-KR) £623.99

Intel Core i7-4770K 3.50GHz (Haswell) Socket LGA1150 Processor & Corsair H100i CPU Cooler Bundle with FREE Grid 2 PC Game £364.99

Asus Z87 MAXIMUS VI HERO Intel Z87 (Socket 1150) DDR3 ATX Motherboard £173.99

Razer Blackwidow Ultimate 2013 Elite Mechanical Keyboard - Blue Switch £124.99

Corsair Professional Series HX+ 750W '80+ Gold' Modular Power Supply (CP-9020031-UK) £119.99

Kingston HyperX Beast 16GB (2x8GB) PC3-17100C11 2133MHz Dual Channel Kit (KHX21C11T3K2/16X) £109.99

Corsair Carbide 500R Midi Tower Case - Black £94.80

Adata Premier Pro SP900 128GB 2.5" SATA 6Gb/s Solid State Hard Drive (ASP900S3-128GM-C) £89.99

Asus Orion Pro ROG 7.1 Gaming Headset with ROG Spitfire USB Audio Processor £79.99

Corsair Vengeance M95 Performance MMO/RTS Laser Gaming Mouse - Gun Metal Black £69.95

CM Storm Speed RX Mousepad - Medium £9.95

OcUK Value DVI-D Dual Link M - M Monitor Cable (Black) - 2 Meter £5.99

He also claims he wants it for atleast 3-4 years. Any help would be greatly appreciated because I really think hes blowing a huge amount of money on things he's not going to use, however he does want a relatively high overclock of the CPU but thats the only thing he's going to touch.

Thanks.

Tell him to drop from an i7-4770K to an i5-4670k.

The memory he chose is great, but 16GB is unnecessary. Drop it to 2x4GB.

Get a better SSD. Samsung 840 Pro, OCZ 450 Series, Mushkin Advanced Chronos...and preferably 240GB rather than 120. Also there is no storage drive listed.

Thanks for your help! Seems as if he is in luck as the place he is buying from have a week-long deal on the 840 Pro 256Gig SSD!

Marco, the MSI GD45 will not overclock as well as the Asus Hero. Along that line of thought I would actually say the MSI MPOWER motherboard would be a better choice than the Asus Hero, but both of them are top of the line, I have never been a fan of the ROG boards.

The ACX Superclocked he picked is the best 780 out right now.

Case is more of a personal choice than anything and the Corsair Carbide series is a good choice, good airflow and cable management.

Why would you suggest a power supply that has more wattage than the one he listed when even the one he listed was more than he needs? I was going to suggest a Seasonic s12ii 620W but decided to leave it alone since it wasnt too extremely overpowered like your 850W would be.

Also if I were to suggest an air cooler, I would suggest the Noctua NH-D14. I am unsure of the effectiveness of the cooler you listed, but I know that the NH-D14 is a boss.
