ASRock Extreme 6 won't load, USB Initialization (0x9A) Dr.Debug

Yesterday i have set up a new rig, it doesn't have the graphics card yet.
Now it only has:

-Corsair H110 Liquid Cooling
-I7 3770K
-G.Skill Sniper 4x4 = 16 GB
-Tacens Radix 750W
-2x HDDs

The problem is that when i start up, it gives me a code in Dr.Debug which is 0x9A(USB Initialization) and there's no video signal on startup from onboard graphics card, also the peripherals won't work.

I tried to remove the front panel usb connectors and CMOS.
 
Solution
First of all, I've never heard of that PSU so I won't deem it reliable. To start, try removing every single component connected to the motherboard. And I mean "EVERYTHING". Double check and even triple check to make sure nothing is connected to the motherboard and that the motherboard is also not connected to anything else.

To start, connect the 8-pin CPU power connector and the 24-pin motherboard power connector. Then put in the CPU. Do NOT install the CPU Cooler. Put in ONE DIMM of RAM. After that, plug the monitor into the motherboard and turn it on. Does it POST?

Tried putting 1 DIMM Ram, everything worked like a charm. Gonna make RMA of these, thank you.
