What exactly is PING?

I really don't understand this.
Sometime when i play fps on EU servers i get about 250+ping and it's perfectly playable(i can even compete for top 3 on leaderboard).
But on some games(even other servers in the same game) when i have same ping it gets really annoying because there is delay between when i press fire button and when it's actually fired(like shoting on wall and press fire button but on wall it impact is like almost half second later).
Stupid question i know but was really wondering. thanks

There are different types of delays. If a server is actually far away, you will get a high, but stable ping. If you connect to a server that is close, but has a high ping because of high load or network congestion, you will get jitter all over the place and probably some packet loss.
thats very bad, ping is your latency which means you send out a request and it sends it to the requested server/site and it sends it back and the time it takes is its latency/ping. 250ms means either the server is really far away your internet could be to slow etc
