On-board is fine unless you have good quality headphones(not gaming headsets)/speakers. What speakers/headset/headphones you plan to use?

Windows 8 is a good operating system, solid, just download and install "Start8" to restore the classic start menu and hide metro, it's very cheap.

Well you left out the most important part..... what are you going to use it for?

Chances are the 8channel sound card on the motherboard is plenty sufficient for anything you are going to do.

I'm sorry but I'm confused to what a sound card exactly is. If theres already speakers on the monitor you don't need a sound card right?

Simply put, a sound card is a digital audio converter(DAC) that converts digital data to analogue audio. A better DAC will provide better audio quality, but only if you have good speakers/headphones. Your audio will only be as good as it's weakest link.

If your just using the monitors built in speakers you will never need a sound card.
