At 1600 1.65 is excessive, that's normally for sticks at 2133 or better to keep the DRAM voltage in a balance with the MC (memory controller voltage)...1.65 is also used in high performance low CL sticks, which 1600/CL9 is not...If it requires 1.65 to run at a basic 1600/9 then they are generally low level IC's (memory chips).
