Just any mATX B75/H77/Z77 motherboard will fit your needs. I'd pick the Gigabyte B75M-D3H as a highly reliable option : http://www.newegg.com/Product/Product.aspx?Item=N82E168...

You can put your PCI-E x4 card in a PCI-E X16 slot without any problems. The lower PCI-E X16 slot on the B75M-D3H actually run at PCI-E X4 bandwidth.

Eh, you don't need a PCI-E 3.0 slot to use PCI-E 3.0 cards. Devices with different PCI-E standards are backward and forward compatible with each other. The different in performance of a PCI-E 3.0 compatible card between 2.0 and 3.0 slot is next to zero.

What card, and what PSU are you using? And did you plus in all the power cables the card require?

Did that card work in another PC, and did your motherboard work with another discrete vga card?
