Computer won't turn on: troubleshot everything.

Hi, before i get started, here are my specs:

CPU: i5 3570k
GPU: GTX 660 (non ti)
Mobo: Asrock z75 pro3
HDD: WD Blue HDD
PSU: XFX core edition pro550w
Case: Rosewill Blackhawk Mid-tower case

So, I went on vacation. There was a power something-or-other, and something blew, but that's all fixed now. When I come back, my computer wont turn on. By this, I mean no lights, no fans, no displays. I might as well be hitting the power button to an empty case. The PSU was turned on in the back, the power outlet was plugged in on both ends, and the power pins were connected to the case button. I have tried it in multiple outlets. I have tried turning it on with a paperclip on the power pins as well, and the wire that runs from the buttons to the pins is hot glued and uninterrupted. Still no power.

So, then I get a multimeter and check the output of the psu when it is activated by shorting the black and green wires. When i short them, the fans and hard drive are activated. All the outputs matched the diagram here ( http://pcsupport.about.com/od/insidethepc/a/atx-pinout-24-pin-12v-psu.htm ).

So it isn't the PSU, unless its the other 8 pin connecter, but i doubt that. Knowing this, i order the same motherboard model as the one i have. I have connected everything: CPU in socket, RAM in place (I have 2 sticks of RAM so even if one was defective it would still have 4gb to turn on with), 24 pin main power connected, 8 pin connected, all the fans connected to the PSU via molex, usb hooked up, power pins hooked up, and it still won't turn on.

So, in my eyes, this could mean any number of things:
1. Power surge got past my PSU and fried everything without the PSU dying or being effected.

2. CPU (or RAM) got fried without the PSU being effected.

3. The PSU won't turn on from the motherboard's commands, but manually shorting the green and black wires results in it being turned on. (i have no idea if this is even possible.)

4. I got a DOA motherboard.

Thanks for reading this. I really hope I'm just retarded and one of you can slap me across the face with a simple solution that i missed. If anything, present other possible reasons for the system failing.
