I'm new to overclocking with amd, can it overclock, what are the requirement for am3+ sockets?

It's insufficient to OC an AM3+ CPU on a board without VRM heatsink like that M5A97 LE. I suggest paying a bit more and grab a better motherboard, like this Asrock one : http://www.newegg.com/Product/Product.aspx?Item=N82E16813157262

As for requirements, beside a good motherboard, you'll need a decent aftermarket CPU cooler, too, like the Cooler Master Hyper 212 EVO.
