Please explain a little more, are you looking to discharge the CMOS battery for the motherboard where you can remove the regular battery from the laptop or are you wanting to discharge the battery for an ultrabook or netbook which is not removable? Or... something else I'm missing

that's just the reason im trying to discharge the battery , it wont go on:) 
and ive held the button down for 30 seconds

What model ultrabook? Is it currently under warranty? Some are surprisingly easy to access the battery - some, well...

its not really a ultrabook persay but it follows the built in battery, Toshiba S55-A529515.6" Professional Laptop, the battery from the looks of it was fairly easy to get to just not sure what to do with it now that its exposed. and theres a powerlight on but its not on.

With the AC power pack plugged in, try moving the connector, I'm suspecting the power jack may be bad (not too hard to replace) and the battery is already discharged, see if there is any looseness or if the light on the battery comes on momentarily while moving the cord around

so then internal batterys discharge them selves?, this is a brand new laptop btw.

If you're under warranty, you inquiries really should be directed to Toshiba who will likely authorize an RMA or be able to get you up and running
