Install CPU + cooler with less TDP

Hi all,

I have a PC which I want to upgrade. I use it just for Office and web browsing, no OC nor gaming. It has the following specifications:

Motherboard: PCChips A33G
CPU: AMD Sempron 3000+ 1.6 GHz
Cooler: AMD CMDK8-7I52D-A14-GP of 65W

I bought an AMD Athlon Dual Core CPU to replace my Sempron, but I didn't realize until now that the new CPU TDP es way higher than the Sempron.

So I have the following question about my cooler:

1. Since is an office PC, Is it safe to use a 89W CPU with a 65W cooler? In other words, Is there any chance that the CPU exceeds 65W if I'm not going to run any intensive task (such as games or video editing)?

In case I should need to buy a cooler:

2. I've seen a 82W cooler. Does the 7W diffence really matter?
3. Both my cooler and mother support PWM (4 pins). I research a little, and I found out that there would be no problem to use a 3-pin cooler, since the fan would run at maximum speed all the time. If I buy a 3-pin cooler, Can I install the fan I have into the new heatsink? Would still be PWM? Or should the fan also be of 89W?

I hope somebody can answer me all of these questions.

if you install the old 4pin fan on the new heatsink, then the computer will think you have the 4pin fan connected. and its not recommended to use a cooler with a lower tdp than the cpu you're trying to cool. the heatsink wont cool it down fast enough and everything will get hot. and heat is bad. if you have the option to turn on the AMD cool n quiet feature then turn it on. it should help keep things to a minimum

personally i would recommend something like this. its a decent rosewill cooler thats design to cool up to 95W
