Is this really a bottleneck for a GTX 650 ti boost

I purchased a Gigabyte GTX 650 ti boost wind force 2 OC, and I current have a Q8400. During games I get 30-40% gpu usage (using MSI Afterburner to record the temps, usage and frame rate). Is my CPU really bottle necking this card that hard ? But worth noting my frame rates are great even when I max out the game.
(At 1280x1024 monitors native resolution)

System Specs
Motherboard: Acer motherboard
PSU: Thermal Take TR2
GPU: Gigabyte GTX 650 ti boost wind force 2 OC
Ram: Kingston 8gb 1333 ddr3 memory
CPU: Intel Core 2 Quad Q8400 2.66(Can't overclock since motherboard's overclocking options are locked)
Monitor: Acer AL1717 (1280x1024 5:4 aspect ratio)

Edit: Sometimes the fps is locked at 60, in the nvidia control panel it's already set to prefer maximum performance. and v sync disabled
 
Solution
Yes, your CPU is really bottlenecking your GPU that hard in those situation. But you shouldn't care much about that until framerate becomes unplayable.
