Bioshock Infinite is pretty taxing. GPU load is usually at near 100%, which gets the temps up. 70oC is on the warm side, but nothing to worry about.

Your definitely not too hot, however I have a older 6950 flex, and it did run a little hotter than I preferred, so just to feel more comfortable about OCing, I got an Artic Twin Turbo cooler and the max temps went from 74 to 54 and idle to 40 from 48, still higher than I thought it would be at idle, but maybe flex cards are a little hotter than non-flex. The coolers are only $40 now, so if you want it cooler just for longevity and OCing headroom it's a worthy upgrade!
