Why is my CPU core voltage is going as high as 4 Volts ?

Hi
I think that the stable CPU voltage is about 1.25V.
But my Pentium 4 pc is going as high as 3.6V on even low load,which is making it to heat too much and then restart.

*I don't think there is a problem with the CPU Cooler as it doesn't have any consult with voltage's increase or decrease.(I even applied new thermal paste)
*My Phoenix BIOS doesn't have any features for increasing or decreasing voltages,as it is an old pc.
1*Shall I use a new CPU Cooler with new heatsink ? Will this decrease the voltage automatically ?
2*Or shall I manually decrease the voltage using some software tools ? (If U ask me to do this then pls say how to do it)

My pc config-
Pentium 4 @ 2.4Ghz
1GB DDR
80GB HDD
845 chipset motherboard(unbranded board)
450watt PSU.
(However I am going to throughout this pc as soon as possible).
But want the help for now.

A possible symptom of a failing CPU is that it is running beyond normal operating voltages.
Since you said you cannot manually change your voltages via BIOS, and 3.6 is well above the normal operating ranges, I would say its time to replace that CPU (at least).

You should check the values from the bios itself. Just check the values for 5,10 minutes from the bios itself. That should give you the exact values. The sensors on or around the CPU might have been damages, resulting in such values.

However your CPU is pretty old, so it may even be symptoms of the CPU failing. If in the bios itself you see such values, then the CPU is indeed failing.

My BIOS doesn't have the option for changing any Voltages etc

Ok i got that, but you can monitor VCORE voltage, CPU temp, mobo temp. etc from the BIOS!
