External HDD Not Showing Up

I have a HDD that was used in a computer and now is accessed by a laptop thru a hdd enclosure. I had problems with the power supply(has it's own brick), but that problem was solved and it is getting a steady supply.

The HDD used to work previously, but now it is not recognized in Explorer or Disk Management. it shows up in Device Manager under Disk Drives, but I just can't get it to pop up under Disk Management.

Any suggestions?

I'm guessing when you say C: you mean the external drive's location? I'm using my friend's laptop, which is in Korean, but when I run a chkdsk command to my external drive, a message states that there is a process in use and the command can't be executed until the next restart. But when I restart the computer and the command runs, it runs on the C: drive instead(which is the local drive).

I let the restart run it's process one time and chkdsk (without the /f/r commands) scanned the C: drive and nothing showed up.
 
Did your Ex HDD appear on BIOS. Check to see it.

Or, if it is seen in device manager than click on it to select than right click-->properties-->driver-->uninstall driver. Than scan for new hardware under action menu, it will automatically install the driver, than see how it works.
