poor fps performance WoW radeon hd 6850

I've been having issues for a while now with my Radeon HD 6850, I've had it for about two years and am finally to the point of asking to see what the problem is. I average 15-20 fps on high (recommended) settings anywhere but in arena where i would get about 60-70, also when I set every settings to low or off i still only get 40 fps in a city

Windows 7 Ultimate 64 bit
AMD Athlon II X4 631
8GB DDR3 RAM
Kingston HyperX 120GB SSD
Radeon HD 6850 1gb
I run the game at 1920x1080 changing resolution doesn't help

If anyone could provide some insight as to what I might need to do or if I need to upgrade something completely that would be wonder. I've done plenty of searches and some people are saying it might be a processor issue or the card is overheating.

Yes all drivers are updated, is it possible for a power supply to bottleneck it this badly?

Not really - what is your PSU?

It's possible that the CPU is bottlenecking it though.

My PSU needs replaced badly and I've been putting it off for I dont even know how long, i think it's a hipro 305 watt HP P3087F3

That definitely needs replacing.

Buy an XFX or a Seasonic ASAP.

I had the same problem with my HD 6990 and this is a dual GPU card. I had installed it after I had a older ATI card 4000 series, to get FPS little better I downloaded driver sweeper from guru3D, uninstalled the ATI drivers rebooted in safe mode, ran driver sweeper cleaned any other ATI drivers left on computer, rebooted in regular windows and installed the latest ATI drivers again

for you no need for the catalyst application profiles you have a single GPU

try running in full screen directx 11 mode, then try windowed full screen directx 11 mode see which one is better

also remember to load default settings in catalyst preferences before you do anything, try with default settings first

also, found out WOW doesn't run dual cards I have to disable a card in the profiles to get it to run properly but you shouldn't have that problem

I get 50-60 fps vsync enabled in Stormwind, 30-50 FPS in mists expansion

Just an update, upgraded the 305 to a 750w and have experienced almost no improvement, would it definitely be the processor causing this issue? I've uninstalled/reinstalled every driver i can think of so it shouldn't be that
