I've had this pre-built HP desktop for almost a year now and have had no issues concerning fps. I play steam games such as Team Fortress 2 and Counter-Strike. Until around the 20th of June, i have been experiencing on and off FPS issues with most games.

One turn on of my PC and it works fine, another time (most of the time) it doesn't. I can even tell by hovering the mouse over my steam library and seeing how delayed it is.

I've tried cleaning the interior, which i did.
I've tried updating the drivers, which i did.
I've tried lowering in-game settings, which i did.
I've tried a virus scan, no virus'.
I've tried eliminating background processes, no effect.

What strikes me is that sometimes I'm able to play with smooth 80-110 fps. and then when i turn on my computer most of the time it gives me 50fps moving forward, and 20-10 fps looking around.

Help would be gladly appreciated, this issue has driven me insane :'(.

The clock speed and GPU usage is all over the place. It should be relatively constant. RAM can cause all sorts of silly, you can try running a different pair and see if anything changes. Also, if you can, put your GPU in a different computer and see if the same thing happens.

So is there anything that may have caused it to be all over the place? Sorry, im not a PC expert on which part is which. Although i know GPU us graphics card usage.

Well whats strange is that those are usually tell tale signs of heat, but the gpu is cool. You can try to go into the catalyst software suite or vision control panel, whatever it happens to be called on your pc, make sure the view is set to advanced. Then go to either the performance or power tab, and make sure the cpu speed stays at the maximum. Under the overdrive settings, make sure the GPU is set to the correct speeds.

Is there anyway you can explain why this issue is on and off? Like when i turn it on most of the time its really low fps. But when I turn it on sometimes, it works. Also, i just did a full uninstall of my drivers and then a complete install of my drivers again with a 2 restarts in between. And my frames are back to normal now, but im still scared it won't be like that the next time i turn on my computer. I'm forced to put it in sleep mode if this is the case.

I really don't know. This is some unusual stuff. Then again, the radeon 7570 is a multiple display card for things like productivity, not gaming. Thus, it may be a driver issue. But that does not explain the GPU usage being all over the place (the reason for your performance issues) and why it is sporadic. Is there any way you could try using the card in a different computer?
