Hello.

I'm wondering if this is a Windows 7, PSU, or MB issue. Sometimes my USB devices like my mouse and keyboard stop working but they still receive power. Pulling them out and plugging them back in has a 50% chance of working again, otherwise, I need to restart my computer.

I'm unsure of how to further diagnose the problem. I can provide specs if needed but for starters I have a gigabyte 990fxa ud3 motherboard with a cooler master silent pro 700w power supply.

And how does that help? The issue occurs on either 2.0 or 3.0 usage.

Sometimes the motherboard may not perform with both usb 3 ports in use for devices such as keyboard & mouse.

Otherwise, you may need to disable the On/Off cCharge option in the bios. That option allows the user to recharge their phone when the PC is powered off.

Also, you may need to install the USB 3.0 driver

This refers to Windows 8 but may (might) also refer to Windows 7.
Q: There is an error when installing the USB 3.0 driver to a system running on Windows 8 with On/off Charge installed.
A: Please uninstall the On/off Charge from control panel first. Install the USB 3.0 driver before latest version of On/Off charge is installed again.

With all due respect, you didn't read my response. I said the issue occurs when my mouse and keyboard are in both 2.0 slots or 3.0 slots. It doesn't matter which I use. I already have the 3.0 driver installed, which by the way, wouldn't matter if I were using two 2.0 ports which I am using right now.

I did see your details, it's just an unusual thing to occure and not all users try alternative options.
On the label under the keyboard (and mouse) what is the serial number, also does it imply usb version requirement?
Are you using gaming devices?

When you installed the OS, did you select 101/104 keyboard US English (default)?

Go into the device manager and see if any errors are reported, exclamation marks or x"s or something that might infer a device has not installed properly.
Did you disable the On/Off Charge fin the bios?
Are there any other devices connected other than the mouse & keyboard?

Also, list all of your hardware (ram, gpu, hdd's, sdram reader etc) and other devices connected to PCI slots.
