High End Parts with Bad Performance

I recently ran Performance Test 8 and got a score of around 2100 (the higher the better), then I watched a video on Youtube where a person with lower specs (550 ti, i5 3330) than me got around 3500. Altogether I've noticed that my computer runs a lot slower than I thought it would be. Such as only getting around 20 to 25 fps with a lot of lag spikes in Arma 2 and 3 on max settings and crashes frequently. Any suggestions that could make my pc run better? Or do I just expect better performance when I really shouldn't lol.

-Amd FX-8150 OC @ 4.6ghz w/ both Windows 7 hotfixes
-Gigabyte Radeon HD 7950 OC @ 1025 mhz
-Kingston 8gb 1333mhz RAM
-Gigabyte 990-FXAUD3 Mobo
-Seagate 500gb 7200rpm HDD
-Dell 750w PSU
-Windows 7

Alot of games seem to be more optimized for Intel and Nvidia products compared to AMD. Have you updated your drivers for your HD 7950? Are you sure that video was from the same timeframe so his results weren't higher than they would be now?

Ya last time I checked for drivers was two days ago I think, there was a new recommended driver I downloaded. The video I saw was made in 2013 so its still pretty new.

I was thinking maybe a bios flash for my 7950 since I have had a couple of what people call "Grey Screens of Death" and I have heard that a bios flash would fix it, but is it to risky and would it really help my performance?

I'm not going to pretend to know the answer to that, I'm still a pretty big newbie when it comes to computers. But, has your computer always been running like this or has their ever been a time when it was better? Most 7950s seem to be able to run Arma II at Ultra/High with no issues so I don't know why you'd be having issues? Have you checked your CPU performance when running games?

 
Reset your OC *FIRST*

Test your hardware before thinking anything up

Downgrade/upgrade the drivers

Dont bother with a bios update if its faulty or not working as intended just get warranty/RA for it its not your problem

What is your PSU model, and 12v rail spec?

Ya I'm still kinda new too, I built my first PC a little under a year ago. So thanks for admitting that you didn't know the answer instead of giving me false info. As for Arma, I can run them on max settings, and 20fps is playable on that game but the lag spikes and crashes make it impossible to play right. Next time I play I'll check my cpu's performance and just lower the settings some if I have to. Another thing I think that maybe a problem is the resolution I play at. My monitor is 1680x1050 so maybe 1080p will be better if I ever get a new monitor, since I have heard that running games on lower resolutions with a high end card can actually show a dip in performance. Thanks.

Occasionally, if I'm playing a game the screen will go grey and I can't do anything besides restart the computer. It happens mostly on bf3. When I looked it up that what most people called it. Then sometimes it says the driver has crashed then recovered.

I changed the clock speeds on my cpu and gpu to there stock speeds and I'll test out some games. My psu was salvaged from a dell xps 630 so I don't know anything else besides its wattage.
