Yes, defnitely you need to apply new thermal paste. Every time you remove the heatsink, always put new thermal paste.

It would be better to apply it on the proc. The general rule of "pea size" thermal paste always works.

What....? Can you please rephrase your question.. I don't understand. But if you're trying to say, "can I spread it on my heatsink first?", then yes you can also do that but it is usually done on the cpu. BOth ways would work I believe. Because on some Hyper 212's, it is advisable to spread thermal paste on the heatsink first and on the gaps, rather on the cpu itself.

dude just pour some amount of paste on processor and press by heat sink for good spreading but do not spread by ant stick or flat surface since it create air bubble which may causes problems
