no it wont really bottleneck that card at all. Actually thats a perfect fit for that particular CPU. Anything above that, for example something in the 7900 series or a GTX 670 or 680 would obviously cause a bottleneck. A 7790 however is perfect for that processor.

GTX 650 Ti BOOST is slightly faster than HD 7850 (around 5% - 10%) but 7850 overclocks better.
So basically it boils down to which side OP want to go. Nvidia or ATI.
